The Long-Term Care Ombudsman Program is mandated in the federal Older Americans Act and the state Older Californians Act, and sponsored by the Area 1 Agency on Aging.It is a community-supported program, built largely of volunteers who are trained and certified to advocate for the rights of residents of skilled nursing and residential care facilities.

The Ombudsman Program utilizes trained and certified volunteers to respond to complaints and monitor long-term care facilities through unannounced visits. Volunteers receive a thirty-six hour training, free background check, and continuing education. Since 1976, long-term care Ombudsman advocacy has been one of the founding initiatives of the Council on Aging – Southern California. Long-term care Ombudsmen are advocates for residents of nursing homes, board and care homes, and assisted living facilities. The Ombudsman volunteers are state-certified through the California Department of Aging. They are trained to objectively investigate and seek resolution of problems encountered in long-term care. Patients and residents of long-term care facilities as well as friends, families, and others may bring any concerns and complaints related to the care and the operation of a facility to the Ombudsman.
